 BROAD-AREA TERRITORIAL PLANS
 

Programming airport infrastructural implementation, related to airport infrastructural implementation plans, traffic flow evolution and aircraft typology, is an essential requirement for maintaining steady safety levels and quality standards; hence the enforcement of adequate planning tools able to allow, with a scheduled validation scheme, to underline possible alterations of stated objectives and therefore implement corrective actions to be undertaken.
The Territorial Plans, a mandatory step of Airport Regulatory Plans, are the strategic outlines of regional interest, therefore representing a binding procedure for said goals; the main purpose of those Plans is to draw the guidelines to develop different structures, so as to operate in a rational planning fashion on the surrounding region and, where possible, to avoid risky decisions different from long and medium term forecast. Expected results – both technically and economically feasible – will meet and exceed transport demand, also meeting coherent environmental needs.

 

Said guidelines will, in the short term, serve as a reference for a correct and coordinated infrastructural growth, while in the medium-long term they may be adequately modified according to changed traffic figures and economical/financial potentials of effective players.
Particular attention will be paid to:
- Accomplishing and improving different transport systems’ integration, so as to suit customers’ needs in the most effective economical manner;
- Creating intermodal nodes in which airports play an essential role through links to other transport modes.
The devised planning tool, both in its fundamental parts and in the broad-area studies, takes into particular consideration the enlargement of the total airport area, both regarding actual aviation activities and support operations, with the purpose of achieving a rational management of all areas included in the airport premises.
The accomplishment of an optimal infrastructural and urban airport planning for Bari and Brindisi cannot wait any longer. This need allowed SEAP to devise strategic planning tools, aimed at giving real answers to real development demands, all to be employed together with an increased care to the environment and following strict anthropical sustainability rules.
The first of such actions was the accomplishment of the "Master Plan for the Apulian Airport System" (MPA), conceived by SEAP in partnership with ENAC, whose general purposes have been already accepted as an integral part of the Apulian Regional Transport Plan.
The City Administration territorial plans are a mandatory step for proceeding with the Bari and Brindisi airport regulatory plans; such procedures will be followed with a variation to the relevant General Regulatory Plan and are the natural evolution of this already operative procedure, in which the stated territorial development plan is accomplished by complying with existing urban planning regulations, with particular attention to airport operational needs.
By pursuing a coordinated territorial planning, the Master Plan will surely be a crucial reference for on-going activities, as well a precious tool for future planning of interested areas.

 

Bari Airport

 

1 - FLIGHT INFRASTRUCTURE IMPLEMENTATION IN COMPLIANCE WITH EXISTING REGULATIONS:

 

- Runway and taxiway extension
- Enlargement of aircrafts aprom
- Expropriations

 

2 – ACTIVE AND PASSIVE AIRPORT PERIMETRAL PROTECTION:

 

- Implementation of security regulations along perimeter fencing
- Implementation of rainwater disposal
- Completion of perimeter road network

Following is a description of infrastructural interventions pursuant to the preliminary project:

1. Flight infrastructure implementation in compliance with existing regulations: runway and taxiway extension (fiche: APQ BA-05);
2. Enlargement of aircrafts aprom (fiche APQ BA-06);
3. Active and passive airport perimeter protection: implementation of security regulations along perimeter fencing (fiche APQ BA-08.1);
4. Implementation of rainwater disposal (fiche APQ BA-09);
5. Completion of perimeter road network (fiche APQ TR14).
The aforementioned interventions are:
- Consistent with strategies and needs as stated on the "Institutional Program Agreement" signed on February, 2000, between the Italian Government and the Apulian Regional Administration;
- Pursuant to Annex 1 of the "General Agreement on Transport Plans: Airports and Road Networks", signed in March 31, 2003 by the Italian Ministries of Finance, Infrastructures and Transports, ENAC- Italian National Aviation Authority, ENAV- Italian Air Traffic Control Authority, ANAS-Italian Road System Authority and the Apulian Regional Administration;
- Compliant with generally agreed actions aimed at accomplishing strategies as stated on the "Regional Transport Plan" of the Apulian Regional Administration;
- Fully funded by National resources as in the "National Operative Plan 2000-2006" – Measure III.2, administrated by ENAC, and by the Joint Ministries Committee for “National underdeveloped areas";
- Wholly confirmed by the new A.P.Q. Apulian Plan as of January 31.

- Shoulders: 3,5 m per side
- Strip width: 150 m
- Aprom surface: 66.545 sqm cement; 25.140 sqm concrete.
